In order to place a builders’ skip on the highway, the applicant must obtain a licence from Essex County Council.
The applicant must hold public liability insurance to the value of £5 million and it must cover the term of the licence. A copy of the insurance certificate must be held on record with Essex County Council.
Charges
Charges are made for the consideration of an application to place a builders’ skip on the highway. Charges apply irrespective of the outcome of the application.

Licences are valid for 14 calendar days.
Five working days from receipt is required to process a skip licence application.
If a skip needs to remain on the highway for a longer period of time, a further licence renewal application is required. Three working days from receipt is required to process an application for renewal.

The applicant will still incur a charge if they cancel the application after submission.
If an application is received to deposit a skip in a location outside the remit of Essex County Council Highways Department, a charge will not be incurred for the consideration of the application.
Please note all charges are subject to an annual increase.
