Policy consultations

The Waste Development Document Preferred Approach document is on consultation from 24 November to 19 January 2012.

The Minerals Development Document Site Allocations Issues & Options paper (August 2011) was out for public consultation from 25 August to 20 October 2011.  In excess of 1000 representations were received, and those submitted by email, letter and fax are currently being uploaded onto the consultation portal.  Those submitted directly on line are already available to view.

The Minerals Development Document and Waste Development Document(s) will go through the following stages during their production:

• The issues and options stage (Regulation 25)
• The preferred approach stage (Regulation 25)
• The submission stage (Regulation 26 & 28)
• Independent examination in public (EIP)
• Receipt of Inspector’s binding report (Regulation 36)

The Minerals and Waste Development Scheme is the timetable which shows the month and year when each stage will be reached.

Early and on-going consultation with consultees and members of the public is an important feature of the current planning system. There will be consultation at each stage of plan production, in line with the requirements of the Regulations and the adopted Statement of Community Involvement.
This will give all those with an interest in minerals and waste planning matters opportunity to influence how this type of development is promoted and controlled in the future, within the context provided by national planning policy.

Each Development Document will contain:

• a core strategy;
• development management policies against which planning applications would be considered;
• site allocations indicating the preferred locations for certain minerals and waste developments

and be accompanied by a proposals map.

(It is possible one or more of the document components may be separated to form separate documents as the plans approach EIP).

Policy development is informed by the Sustainability Appraisal / Strategic Environmental Assessment process, to ensure future development accords with sustainability objectives.

Policy development is underpinned by a comprehensive evidence base.
