Essex County Council provides the facility for people to pay for goods and services online by debit or credit card. Online payments are taken through the secure online payment portal.
Every payment is identified by a unique invoice reference number which you will require before you make an online payment. The number can be found at the top right hand corner of your Essex County Council invoice. At present, payments are loosely grouped into two types: adult social care payments, and other services.
Adult Social Care Payments
Adult social care payments can be taken online for the following services:
- Residential Care
- Respite Care
- Home Care/ Day Care (known as Domiciliary care)
For these services the invoice reference number will be a nine digit number, beginning with 77, 88 or 99.
As Adult Social Care payments are often invoiced on a regular basis, it may be easier to set up a direct debit with Essex County Council. A direct debit is often an easier and simpler way to pay, such payments are also covered by the Direct Debit Guarantee Scheme, which ensures that you remain in control.
To set up a direct debit for Adult Social Care payments, contact the Income Collection team with your Customer Account number which can be found on the top right hand corner of your invoice. They will take the required information and then send you a Direct Debit form to complete and return.

Bus Gate Penalty Charge Notices
A bus gate is a signposted stretch of road, along which use is restricted to public transport and (where specified) taxis and other authorised vehicles.
They are designed to reduce the amount of traffic whilst still giving access to public transport for the use of residents. Travelling through a bus gate will result in the levying of a Penalty Charge Notice.
Payments for other services
Payments for a range of other Essex County Council goods / services can be made online. As the vast majority of these payments are for one time services, it is quicker and simpler to pay online through the secure online payment portal. To make a payment you will require a debit or credit card and the invoice reference number. For all services except those provided by Adult Social Care, this will be a ten digit number, beginning with the numbers 100.
