The V Festival returns to Hylands Park, Chelmsford, on 18-19 August 2012, and with 180,000 revellers expected it is necessary to put some temporary traffic measures in place.
These changes are in the interest of public safety, and to reduce the impact that traffic entering and leaving the event has on the surrounding area.
Details of the temporary management are as follows:
Widford Park Estate – this closure is implemented every year and does not impact on through traffic. The times of operation are between 7am Friday 17 August and 6am Monday 20 August.
Writtle Estate (Rectory Road, Hunts Drive and Paradise Road) – This closure is implemented every year and does not impact on through traffic. The times of operation for this order are between 7am Friday 17 August and 6am Monday 20 August.
The Priory and Romans Way, Writtle – These closures do not impact on through traffic. The times of operation for this order are between 7am Friday 17 August and 6am Monday 20 August.
Margaretting Road (Writtle side of the A414 Greenbury Way) – Closed in both directions from 7am Saturday 18 August to 3pm Monday 20 August.
A414 Margaretting Road Roundabout – From 9am Monday 20 August until approximately 3pm vehicles will be prevented from going around the roundabout on the eastern side.
Consequently when exiting Writtle village it will not be possible to make any manoeuvre other than a left turn towards Widford. Also it will not be possible for vehicles travelling from Harlow to make a right turn into Margaretting Road. A414 through traffic will not be affected.
A414 Greenbury Way – it will not be possible to turn right into Hylands Park from 5pm on Thursday 16 August until 6am Tuesday 21 August.
A414 London Road (Three Mile Hill, Old A12) – It will not be possible to turn through the gaps in the central reserve along London Road from 5pm Thursday 16 August until 7pm Monday 20 August.
This will be closed to traffic travelling from the A12 to Chelmsford three times during the weekend. From 9pm on Saturday and Sunday evenings until approximately 3am and from 8.30am on Monday until 3pm Monday afternoon if the volume of traffic still exiting the Festival requires it.
B1002 A12 Slip Roundabout (Webbs Farm Cottages) – It will not be possible for vehicles travelling north along the B1002 or travelling South on the A12 and exiting on the slip road to travel underneath the A12 and gain access to the North Bound A12 four times during the weekend. From 9.30am on Friday 17 August until 8pm if the volume of traffic requires it, 9pm on Saturday and Sunday evenings until approximately 3am and again 9am Monday 20 August until 3pm.
Closure of Writtle Road, Margaretting (from the A12 towards Writtle) – Writtle Road, Margaretting will be closed to traffic travelling North from the A12 exit slip (Furze Hill) towards Writtle. This will be in place on Saturday and Sunday between 9pm and 3am.
As in previous years there will be various parking restrictions put in place over the weekend on the local roads along with a temporary 30mph speed restriction on the A414 London Road, A414 Greenbury Way, Margaretting Road, Writtle Road and Wantz Road.
County Councillor Derrick Louis, Cabinet Member for Highways and Transportation said: “The V Festival is one of the most successful events on the music calendar, so naturally it brings a lot more traffic to the area. It is important for us to ensure that effective traffic management measures are in place, to not only aid the flow of Festival traffic, but to make sure disruption to local residents is at a minimum.”
The Essex Traffic Control Centre has extended its opening hours for the V Festival weekend, and will be available at the following times in addition to its normal opening hours of Monday to Friday 6am to 7pm.
