Definitive Map review

The Definitive Map of Public Rights of Way is not a fixed document. The map is constantly changing to reflect alterations made for a number of reasons.

To make a change, known as a modification, to the Definitive Map, you must make a formal application. These formal applications are known as Schedule 14 Applications, and result from the Wildlife and Countryside Act 1981.

Schedule 14 Applications can be made for a number of reasons:

  • to add a route to the Definitive Map as a Public Right of Way, if not already recorded;

  • to change the status of a Public Right of Way on the Definitive Map (for example, changing a footpath to a bridleway);

  • to correct the recorded details of a public right of way, where they are recorded incorrectly;

  • to remove a Public Right of Way from the Definitive Map, where that Public Right of Way has been recorded in error.


There is a priorities guidance document for anyone who wishes to make an application to modify the Definitive Map. This document outlines the criteria used by the council to set the order in which applications to modify the Map are dealt with.

The following forms provide the information required to make an application for a potential new right of way.
