The Passenger Transport Co-ordination Centre (PTCC) is responsible for procuring and monitoring the passenger transport needs of the County Council.
Home to school
The team moves over 20,000 students everyday to both mainstream and special schools on vehicles ranging from double decks to taxis. It also uses the rail and local bus network to integrate school movements as much as possible.
Looked after children
We provide transport services for approximately 450 children who require transport to foster care, contact and respite services. The need for reliable transport is often a key component to ensuring the authority can support the most vulnerable children in Essex.
Adult social care
We transport older people and those with learning disabilities and physical and sensory impairments to day centres around the county. Much of this involves the use of our in house fleet service Community Link.
Local bus service
The council funds services that can’t be sustained commercially but are deemed a social necessity, for example evenings, weekends or rural services. It is often required to react quickly when a commercial operator de-registers routes, to ensure a continuity of service for the people of Essex.
It remains important that these services are economically viable, so usage and performance is closely monitored. The team is also responsible for overseeing the successful Sandon Park and Ride.
Contract management
We ensure the best possible service is provided in transporting the people of Essex. Our team of contract management officers based at County Hall and our mobile monitoring officers carry out both proactive and reactive visits to ensure our commissioners are satisfied with the quality of the services we purchase on their behalf. This ensures we can all have confidence in Essex County Council providing the highest possible standard of transport in the county.
Student behaviour on school transport
Essex is one of the national leads in addressing student behaviour issues, working in partnership with schools and local groups to promote initiatives. By working closely with the police, schools and transport operators, the Student Behaviour Team have been able to demonstrate an improvement in behaviour and safety on our school buses. Initiatives include interactive theatre performance, CCTV, and the travelling of Police Community Support Officers on vehicles.
