Essex County Council provides various forms of transport for passengers travelling within Essex. If you are interested in the application process, current tenders, operating services or tender results, then you are in the right place.
The application process
- First you should read the applications page to make sure you have as much information as possible on our Approved Operators List.
- Choose which Tender Number you want to submit a price for.
- Download the appropriate tender documents and print all pages.
- Complete the tender documents by hand, ensuring all the information requested is included.
- Return the signed document and include a self-addressed envelope.
- The documents must reach us before the tender closing date and time.
Please note
- If you wish to apply for more tenders than you have vehicles it is important to make this clear on Schedule Q. For example: “I have submitted 10 tenders however, if I am successful in all of them I will only be able to accept 5.”
- The timetables in the tender are normally for guidance purposes. These are suggestions and may or may not be the most efficient route depending where your vehicles are coming from. Alterations can be made to the order but should be clearly identified at the time of submitting your tender.
- If you wish to apply for a combined price for two tenders you may do so if a) you identify 2 routes that could be merged into one for a reduced rate or b) you submit a price for more than one tender for a reduced rate.

Services
The Passenger Transport Coordination Centre operates approximately:
- 650 Mainstream School routes;
- 730 Special Educational Needs School routes;
- 1000 Social Care routes;
- and subsidises 200 Local Bus routes.
Many of these services are contracted out to private transport operators, and contract tender opportunities are available at various times throughout the year.
Tender results
Initially a Notice of Award will be published on the ECC website approximately 2 weeks after a tender closing date. This will remain on the website for 10 days. At the end of the 10 days a comprehensive list of the results will appear, showing who won the tender and the highest, lowest and winning quotes.
