Biography

Gavin Jones joined the organisation as Chief Executive in January 2016.
 
 
Previously he was Chief Executive of Swindon Borough Council, initially joining in 2003 to work alongside its interim Chief Executive to help stabilise what was at that time a failing authority.
 
 
Following his appointment as Chief Executive in 2006, he drove a programme of improvement and transformation, helping secure savings of more than £300 million and raising the profile of the Council.
 
 
Gavin joined the telecoms industry from school in 1981 gaining a grounding in IT and project management before moving to TSB in 1988. In 1991 he joined Galileo International, a global distribution system used by travel agents, where he was Business Development Director for Europe, Middle East and Africa and responsible for developing their multi-national customer base.
 
 
In 1999 he joined Spring IT plc, a FTSE 250 business, initially as General Manager, before being promoted to Director of Services, Product Development and Marketing.
 
 
He was headhunted by SITA (a global airline and telecommunications provider) in 2000 as Vice President for Customer Services and Marketing, before being promoted to the Senior leadership team in Geneva.
 
 
Looking to do something different in 2003 he joined the public sector supporting the Council within his home town of Swindon as Deputy Chief Executive, before becoming Chief Executive in 2006.
 
 
Gavin is also a Board Member of the national think tank the New Local Government Network, (NLGN), a Trustee of the Prospect Hospice, and a Board Director of SOLACE Enterprises.
 

He is regularly voted one of the most influential leaders in Local Government and was listed as one of the top 50 ‘New Radicals’ in the Sunday Observer’s national campaign for Britain’s most innovative leaders.
 
Responsibilities
 
  • Essex County Council is one of the biggest and most high profile public authorities in the country and the Chief Executive is looked to nationally as one of the most influential people in local government.
  • But, more importantly, Gavin oversees local services which impact on our most vulnerable in society, while at the same time driving forward innovation and the changes we need to make to our organisation.
  • Gavin works closely with the Leader of the Council and Cabinet Members to ensure that Essex County Council can efficiently and effectively meet its key objectives.
  • He is responsible and accountable for the delivery of the clear and ambitious agenda set by Members of the Council, within the resources available, to ensure that Essex County Council meets the aspirations of Members and those of the communities they serve.
  • He also ensures Essex County Council remains at the forefront of change in the public sector, including devolution of power from central government, promotion of affordable government and takes a strong and active role in leading and developing the public and private sector partnerships required to deliver the best shared outcomes for the people in Essex.
  • The Chief Executive also acts as an ambassador for Essex County Council, influencing Government, policy makers, regulatory agencies, partners and stakeholders and promoting the activities of Essex County Council.
  • Gavin ensures Essex County Council delivers its identified outcomes within available resources, underpinned by a strong financial and risk management culture, and that a strong commissioning and commercial ethos underpins all activity, with plans in place to maximise income for the organisation.
  • It is his role to ensure that the Council’s ambitions for economic growth and prosperity are fulfilled as well as developing strong, collaborative partnerships within the public, private, community and voluntary sectors to ensure that working delivers the best agreed outcomes for people and businesses in Essex.
  • Gavin also develops and drives strategies to promote resilient, independent communities, underpinned by active volunteering and engagement, robust prevention and early intervention programmes.
  • Ensuring services for vulnerable children and adults are good is a crucial responsibility for him, meeting the requirements of regulators, and underpinned by the most innovative prevention and early intervention practice.
