Evidence to support automatic entitlement

You will need to provide evidence to support your Blue Badge application.
Photographs (including smartphone images) or scans of your documents can be uploaded during your online application so have your evidence photographed or scanned before you begin.
Please note: If you can’t take digital photographs or scans you can still complete your online application by leaving the upload page blank and clicking next.

One photograph must be included with all applications. Your digital photo must be:
  • In colour
  • Taken within the last 12 months
  • Undamaged
  • Free from redeye, shadows, reflections or glare from spectacles
  • Of the full head of the badge holder facing forward looking straight at the camera (without any other person visible)
  • In sharp focus and clear
  • A true likeness and without amendment

Information required for new applicants

  • Date of birth
  • National Insurance Number
  • Place of birth
  • Surname at birth

Proof of identity: Required for new applicants or change of name requests

You must provide one of the following documents:

  • Birth certificate
  • Passport
  • Marriage/divorce certificate
  • Civil Partnership/Dissolution certificate
  • Adoption certificate
  • Driving License Card

Proof that you live in Essex: Required for new applicants or renewals that have moved home in the last 3 years

You must provide one of the following documents:

  • Utility bill dated within the last 3 months
  • Benefit statement dated within the last 3 months
  • Document from Central or Local Government dated within the last 12 months
  • Current year Council Tax statement
  • Letter from NHS or GP dates in the last 3 months
  • Letter from school dated in the last 3 months
  • Letter from care home confirming residency dated in the last 3 months

Evidence to support your automatic entitlement

You must provide one of the following:

  • Higher Rate component of Disability Living Allowance: You must provide a photocopy of your official award letter, dated within the last two years and stating the end date of the award
  • Personal Independence Payment: A full copy of your award letter dated in the last 2 years that states the end date of your award and includes the moving around descriptor and points awarded
  • Blind: A copy of either a Certificate of Visual Impairment or Registration Card
  • War Pensioner's Mobility Supplement: A copy of your official award letter
  • You received a lump sum benefit under the Armed Forces and Reserve Forces Compensation Scheme: A copy of your award letter

If you received the Higher Rate component of Disability Living Allowance when your current badge was awarded and you are now in receipt of a Personal Independent Payment, your automatic entitlement is dependent on the ‘moving around’ points awarded. A score of 8 points or more is needed for ‘moving around’. Points awarded for ‘planning a journey’ do not count towards your automatic entitlement.

Evidence to support discretionary entitlement

If you are applying or renewing under discretionary entitlement then you just need to provide:

  • Proof of your identity (anchor to proof of your identity above)
  • Proof that you live in Essex (anchor to proof that you live in Essex above)
  • You drive a vehicle regularly and have a severe disability in both arms: A copy of your insurance details, V5 certificate or a photocopy of the reverse of your photocard driving licence
  • You are applying on behalf of a child of less than 3 years of age: a copy of a letter from a health care professional that has been involved in your child’s treatment, giving details of the child’s medical condition and the type of medical equipment they need

Once your application has been received the Blue Badge Team will decide if an Independent Mobility Assessment is needed, and you will be contacted to arrange this.




Appeal the Blue Badge decision

If your badge application is rejected, you can appeal within 6 months of the rejection letter.

If your appeal is unsuccessful, you can’t re-apply for 6 months unless there is a significant change in your mobility.
