Financial performance

We publish our statement of accounts for the financial year annually.

2022 to 2023 Statement of accounts

This notice is published under regulation 15(1A) of the Accounts and Audit Regulations 2015.

The Council is required to make the accounting records and related documents of the County Council and Essex Pension Fund available for inspection each year in the exercise of the rights of interested persons under section 26 of the Local Audit and Accountability Act 2014 and section 15 of the Accounts and Audit Regulations 2015.

The inspection period for the financial year ending 31 March 2023 was due to commence on 1 June 2023 and run for a period of 30 working days from this date. However, it is not possible for the Council to commence the inspection period, for the reasons set out in the notice of deferral of the period for the public rights at audit (PDF, 432.32 KB).

The period for public rights at audit will be commenced as soon as it is practicable to do so. In the meantime, we have published an uncertified draft statement of accounts 2022 to 2023 (PDF, 2.15MB).

2021 to 2022 Statement of accounts

The 2021 to 2022 audit of the council is being undertaken by our external auditor, BDO LLP. Work has begun, but the external auditor does not expect the audit to be completed until March 2023.

Pay policy

Payment Performance Data

All contracting authorities are required to publish annual data demonstrating their performance on paying invoices in 30 days to first-tier suppliers and prime contractors over the previous 12 months.

The data shows:

  • the percentage of invoices paid within 30 days
  • the amount of interest paid to suppliers due to late payment

We are also required to publish the total amount of interest that the contracting authority was liable to pay. For example, whether the interest was paid, whether it was statutory, and whether it was due to a breach of the regulations.
