and People


Pam is a FCIPD qualified senior HR & OD practitioner with an extensive track record of delivering measurable success at some of the UK’s largest public bodies. Pam’s expertise and experience in HR & OD spans 27 years working in the London Boroughs of Southwark, Lambeth, Hackney and Croydon, operating at executive board level in Hackney and Croydon Councils.

During this time, she delivered over £25 million of efficiency savings, managed complex change programmes, increased workforce productivity and engagement as well as evidence based, outcomes-focussed HR and OD strategies.

Pam started her interim consultancy career in March 2013 where she worked directly to Senior Leaders in a number of high profile positions to develop workforce strategies which have supported the achievement of business priorities. Pam joined ECC as the interim Director for HR and OD in January 2016 and was appointed to the permanent role of Director, Organisation Development and People in April 2017 and is responsible for:

  • Organisational Effectiveness/Organisation Development
  • Leadership and Talent/Workforce Development
  • People Analytics, Insight and Technology
  • Payroll
  • People Operations


Pam was integral in the development of an organisation design methodology used in the phase 1 re-design and will continue as the Council progresses into phase 2. Pam has supported the Chief Executive in the implementation of phase 1 design, creating the new top-level structure for the organisation and the on-going development for our future leadership and culture shift.
Pam is a driven and passionate practitioner of people management and organisation development and has a strong interest in the factors that make organisations high performing and the way people work.
