 Work gets underway to deliver Shenfield’s new library

In July 2021, Essex Housing, our housing development company, secured planning consent to revitalise the site through the construction of a new library funded by a modest development of nine high-quality apartments above the library space.

The redevelopment was subsequently also given the go ahead by Cabinet in October 2021.

The plans will deliver a new, modern library and meeting room with more floorspace than the current facilities, a new public garden which incorporates an outdoor learning and activity space as well as an indoor commercial space with the potential to host a business that would complement the library.

The high-quality design of the new building also provides a new focal point for Hutton Road, Shenfield as well as a range of environmental and sustainability measures including air source heat pumps, solar panels, a ‘green wall’ and electric vehicle charging points for each of the apartments.

Site preparations and demolition work will be conducted in spring/summer 2022 and construction work will then commence in Autumn 2022, with an anticipated completion of construction and opening of the new library in Autumn 2023.

Whilst the new library is being prepared a comprehensive library service will continue from a temporary library facility at Bishops Hill Adult Community Learning Centre, Rayleigh Road Hutton Brentwood CM13 1BD, which is less than 1000m from Shenfield Library. Ample car-parking is available at Bishops Hill and regular bus services is also available between the two libraries.

To facilitate site preparation and demolition ahead of construction the current library will close on Saturday 7 May 2022, with the temporary library opening its doors on Monday 23 May 2022. During this period a mobile library will be located outside Shenfield Library, ensuring a library service is maintained throughout the duration of the works.

The temporary library will have the same opening hours as the current library. Customers can also borrow, return, and renew books and access services from other library locations including Brentwood, Ingatestone and Billericay Libraries.

The opening times for the temporary library at Bishops Hill Community Learning Centre will be identical to the current library and are:

  • Monday, Tues, Wednesday and Friday – 9am to 5.30pm
  • Thursday – CLOSED
  • Saturday – 9am to 5pm
