All opportunities to provide ECC with goods and services over £100k are advertised on our tendering website, Proactis.
Once your organisation is registered you will be able to view current opportunities and submit bids through Proactis.
Support for using Proactis is available through their help desk.
Proactis replaces BIP, our previous tendering website. Whilst this transition is in progress you can also view our Procurement Opportunities spreadsheet (XLS, 2.67MB) for current opportunities to supply the council.
If you are already in the process of tendering for an opportunity, you can continue to access our previous tendering website BIP to see your bid through to completion. No new opportunities will be posted on BIP going forward.
Potential bidders are advised that Notices in relation to applicable procurements launched after 23:00 on 31 December 2020 will be published on the new Find A Tender platform (FTS) instead of OJEU/TED.
Notices in relation to applicable procurements launched before 23:00 on 31 December 2020 will continue to be published on OJEU/TED.
Contracts Finder will continue to be used as appropriate.

To bid for a passenger transport contract, you will need to register and complete the accreditation and enrolment process using our Dynamic Purchasing System (DPS), which you can join via proactis. Your business will need to meet Essex County Council’s criteria for the provision of passenger transport services.
DPS guidance documents have been uploaded onto Proactis and further guidance and assistance is also available on the system.

Property and facilities management
We use Mitie for properties and facilities management. Mitie subcontracts:

We work with a number of construction main contractors through the Essex Construction Framework 2 agreement. These main contractors subcontract various aspects of the construction process.

We use Matrix (SCM) Ltd to recruit temporary staff at Essex County Council. We call this initiative Working for Essex.
Highways and transportation
Ringway Jacobs handles most of our highways and transportation work. This does not include public transport.
