New eSourcing tool for suppliers - register today

We are implementing a new eSourcing Tool, Proactis ProContract. From 4 October 2021 we will publish and manage all new sourcing requirements via ProContract.

If you have an in-flight procurement with us or wish to bid for work from us, please register with ProContract

What happens to existing sourcing requirements on Proactis Source to Contract (S2C)
Sourcing requirements that have already been published on our current eSourcing Tool, Proactis S2C, will either complete in full or complete the current stage of the procurement activity before 30 October 2021.

After 30 October 2021 the remaining activities for in-flight procurements will be managed on ProContract. We will be in contact with further information.

Current opportunities and bidding for contracts

All opportunities to provide ECC with goods and services over £100k are advertised on our tendering website, Proactis.

Once your organisation is registered you will be able to view current opportunities and submit bids through Proactis.

Support for using Proactis is available through their help desk.

Potential bidders are advised that notices in relation to applicable procurements will be published on the new Find A Tender platform (FTS) instead of OJEU/TED.

Transport contracts

We tender bus services for:

  • home to school
  • social care
  • local bus

To bid for a passenger transport contract, you will need to register and complete the accreditation and enrolment process using our Dynamic Purchasing System (DPS), which you can join via proactis. Your business will need to meet Essex County Council’s criteria for the provision of passenger transport services.

DPS guidance documents have been uploaded onto Proactis and further guidance and assistance is also available on the system.

The Living Well Essex website includes information about the current and future procurement activity taking place within Adult Social Care at Essex County Council.


We have partnerships with a number of suppliers who you may be able to subcontract for. These are listed below:

Property and facilities management

We use Mitie for properties and facilities management. Mitie subcontracts:

  • construction
  • lift maintenance
  • flooring

We work with a number of construction main contractors through the Essex Construction Framework 2 agreement. These main contractors subcontract various aspects of the construction process.

We use Matrix (SCM) Ltd to recruit temporary staff at Essex County Council. We call this initiative Working for Essex.
