Non-visible (hidden) disabilities

If you have a non-visible (hidden) disability you can now apply for a Blue Badge.

If you do not have an automatic PIP entitlement you will need to download a Non-visible (hidden) disabilities evidence form and covering letter (WORD, 139KB) for a professional involved in the diagnosis or on-going treatment of your condition to complete on your behalf.

You must then upload the evidence form and covering letter with your application.

We cannot process your claim until we have this information or cover any costs you may incur in obtaining the supporting information.

Who can complete the form on your behalf

A professional involved in your diagnosis, treatment, on-going care or support.

Examples could include:

  • clinical psychologist
  • educational psychologist
  • gastroenterologist
  • neurologist
  • occupational therapist
  • physiotherapist
  • psychiatrist
  • rheumatologist
  • mental health nurse

How we make our decision

A badge will not be issued on the basis of a diagnosis of a particular condition alone.

A badge can be awarded to any individual who has an enduring and substantial disability, which causes them to:

  • be unable to walk
  • experience very considerable difficulty whilst walking, which may include very considerable psychological distress
  • be at risk of serious harm when walking or pose a risk of serious harm to any person when walking

The term 'enduring' here means the disability is not expected to improve to the extent that you would no longer be eligible for a badge within the next 3 years.

Your application and the required supporting evidence will be assessed in line with the above criteria.

Personal Independence Payment (PIP) Entitlement

There is a new PIP automatic entitlement linked to 'Planning and following a journey' – for descriptor E only. If you have been awarded 10 points for descriptor E on the basis that you cannot undertake any journey as it would cause overwhelming psychological or mental distress, you would have an automatic entitlement to a badge.

If you are in receipt of 10 points for descriptor D ('You cannot follow the route of an unfamiliar journey without another person, assistance dog or orientation aid') or 12 points for descriptor F ('You cannot follow the route of a familiar journey without another person, an assistance dog or an orientation aid) you do not qualify under the automatic criteria.

An application can be made under the ‘subject to further assessment’ criteria, by selecting “none of the above” on the eligibility checking section of the online application form.
